China's universities have recruited 4.2 million students in 2004, about four times more than that of 1998.

This means the number of student recruited has doubled in six years. The higher education of China has realized a historic span.

China now has 20 million students studying in higher educations, ranking No. 1 in the world. The gross college entrance rate exceeds 19 percent, says Zhou Ji, Minister of Education. The emphasis of the higher education must switch to quality. This is the requirement of the times as well as the requirement of the higher education. The problems of insufficient funds, weak management should be stressed in the process of switch. The principle of "consolidate, deepen, improve, develop" ought to be insisted; more efforts are to be put in implementing "project to improve teaching quality in higher education". Quality awareness should be further improved; all kinds of relations need to be made smooth; more investments are to be put in teaching; teaching management should be strengthened, teaching reform is to be deepened in a bid to further improve teaching quality.
