China Reshapes Research Institutes on Electronics

The China Electronics Technology Group Corporation (CETC), a large state-owned corporation with 46 research institutes specialising in electronic technology and 26 high-tech companies under their control, was founded in Beijing Friday. Some experts believe the founding of CETC will push the previously closed institutes into the open market economic system and thus increase their competitiveness. CETC is the only large business group which is made up of research institutes, with 60 percent of its staff having technical knowledge. Among these, ten are members of the Chinese Academy of Sciences or the Chinese Academy of Engineering, the highest academic achievement for science and technology researchers in China. Wu Jichuan, minister of Information Industry, said the institutes under CETC are the major power in China's information industry, stressing that integrating them into a business group is itself revolutionary. Lu Xinkui, General Manager of CETC, said there is no other example they know of where institutes have combined to form a large business group. "We can only imagine the challenges CETC will face," Lu said, "however, there are more opportunities than difficulties." With registered capital of 6.35 billion yuan and total assets of 15.8 billion yuan, this unique business has a staff of 53,000. The drastic reforms do not seem to affect the mood of the staff at the CETC Xinhua interviewed. They said many institutes have their own competitive edges, technology or products. |
