CERNET's leading policy-making body at the highest level, consisting of the Ministry of Education officials concerned.

CERNET Steering Committee

Made up of the Ministry of Education officials concerned and vice presidents in charge from the 10 universities, who are responsible for leading the construction of CERNET and making policies for important problems.
CERNET Technical Board
Made up of specialists concerned from the 10 universities, who take up full responsibility for such technical tasks as that of general planning and design.
