For the past few years, RTVUs earnestly carry out Opinions on the Implementation of the "Outline for the Chiness Educational Reform and Development" by RTVUs authorized by the former State Education Commission, and under the guidance of "expanding the scale for open learning, improving quality, increasing effectiveness and making distinguished", actively push forward the process of open education and modernization of teaching so as to lay out a firm basis for building up a modern distance open university with Chinese characteristics.
RTVUs are earnestly carry out the spirit of the third National Conference on Education and the Action Programme for Promoting Education Facing the 21th Century, with their objectives being as follows: builing up the Chinese modern open university being the backbone of the project of implementing modern distance education.
Key tasks for RTVUs in the coming 3~5 years:

Implementing the "Project for the Reform of Human Resources Development Models and the Pilot Programme of Open Education".Explore and build up a basic framework for 2 or 3 year college education and 4 year degree education and relative teaching, managerial and operational mechanisms under modern distance and open education.
Implementing the "Project for the Development of Course Resources".By making use of the existing resources of RTVUs, conventional colleges and research institutes around China, take various ways to develop courses and educational resources and multimedia assisted course materials needed for autonomous study and individualized study.
Implementing the "Project for the Development of Teaching Information Transmission System".By making use of the digital, multimedia and interactive special platform offered by the state modern distance education project, build up a multiple network system which allows for the transmission and feedback of distance open education and resources information.
Implementing the "Project for the development of Support Service System".By making use of the nationwide network of RTVUs for teaching and management, build up relatively consummate support service for open and distance education.
Implementing the "Project for Serving Agriculture, the Countryside and Farmers".Expanding further into the countryside with more emphasis on the serving for agriculture, countryside and farmers so as to provide intellectual and human resources for the development of backward regions.
Implementing the "Project for the Life-long Learning Service".Meet the demands of a life-long learning society, provide more programmes of continuing education, in-service training and other socialized trainings.
Actively developing higher vocational education and polytechnic schooling.
